An approved business registration no longer asks to be submitted all over again

Some accounts whose business registration had been approved were still shown the
Register Your Business for SMS starting page, exactly as if nothing had ever been
submitted — and the Dialer & SMS card kept showing Business registration required
for SMS
with a Complete Registration button that led straight back to that same
starting page. There was no way to get past it, and nothing on screen indicated the
registration was in fact finished and with the mobile carriers.

Two things caused it, and both are fixed.

The registration wizard decides which page to show you from the stage your
registration has reached. A few stages were missing from that list — including the
one an account sits at after its brand is approved and before its messaging campaign
goes to the carriers. A registration at a stage the wizard did not recognise fell
through to the introduction page. Every stage is now routed, so you land on the
status page and can see where your registration actually is. Sole proprietors
waiting on a phone verification code are now taken to the verification form instead.

Separately, when a campaign was picked up directly from Twilio — which happens when a
registration is resubmitted after being turned down — the campaign itself was recorded
correctly, but the registration’s own stage was left behind at the step before it.
That stage is what the app reads to decide whether to keep asking you to register, so
the account stayed stuck there indefinitely. The stage is now brought forward as soon
as the campaign is confirmed to be under carrier review, which also switches the
Dialer & SMS card over to Registration under review.

Accounts already stuck in this state recover on their own at the next status check —
no resubmission is needed, and nothing is submitted to the carriers a second time.
